The Afghan government is trying to reform the country's religious schools and encourage them to teach other subjects as well as religion.
Efforts to build state-funded schools are hampered by shortage of funds and resistance from the schools' teachers.
The government worries that without regulation, madrassas could become a breeding ground for a new generation of Taliban fighters.
